重现步骤

需求：13342 ebay凤凰计划销量判断增加最近7天的订单判断

测试环境：测试ebay凤凰计划销量的判断场景中，有以下两种场景没有获取到预期结果，需要开发定位一下问题。


按预期结果：

策略id：147 ，预期结果：销量表无销量，不能重刊重刊要求   报错实际：页面执行情况，已经进入重刊，数据库，则走入了重刊的Redis队列中、

策略id：143，预期结果，销量表有销量，可以重刊      实际：页面没有任何重刊执行情况；数据库，无重刊数据记录

    已重新验证：由于Redis达到了最大重刊数，重新清理之后，重启Redis就可以了
