需求描述
1.参数配置->本地仓-预调拨数特殊备货，增加日志监控，触发逻辑如下1）若智能备货-全量分析后，SKU触发了 【本地仓-预调拨数特殊备货】的逻辑，并且有推荐数量的sku需记录起来，方便业务进行定期数据统计和分析。
2）记录存储字段分别为：仓库，SKU，推荐数量，价格（供应商报价），当前执行的时间 共5个字段。
3）数据存储后，业务会定期找技术导出，可以直接写好sql发个欧阳慧进行自行导出。
