    执行定时任务，把状态为待提交的优惠券活动创建任务并且提交处理

    但是因为提交后的表爬虫库中的表测试环境和生产环境是同一个表，会导致ID被生产环境的数据占用，无法提交，并且测试环境的数据不会提交到亚马逊生成优惠券

    需要把生产环境的数据写到测试环境，在执行定时任务获取数据
