需求背景
业务线上反馈，近3天有人工调价，但是智能调价未过滤，还是执行了调价。查询发现是技术中心同步人工调价记录逻辑变动， 跟接口文档不符合，导致我们这边同步漏数据，需要更改逻辑
逻辑变动：
1. 在同步时间1天内的数据时，同时调用实时表和历史表数据，并进行合并再更新到人工调价记录表
2.同步时间超过1天的， 查询历史表数据
